Shen Changyu stated that in 2022, 798000 invention patents were authorized, with a total of 9.4 high-value invention patents per 10000 people. Among them, 9106 integrated circuit layout design certificates were issued.

Among them, in promoting the creation of intellectual property rights, intellectual property specialists are selected for central enterprises, universities, and research institutions around technology fields such as chips, new energy, biopharmaceuticals, and seed industries, providing close service to the entire process of technological innovation.

In terms of deepening patent navigation decision-making support, we will cultivate 26 patent navigation engineering support service institutions, layout and construct 104 industrial patent navigation service bases, organize in-depth patent exploration and analysis around key fields and cutting-edge technologies, assess industry chain risks, and build 13 national key industry patent information service platforms such as chips and rare earths to find technological breakthroughs for technological innovation Provide direction guidance for optimizing technology research and development plans.

Shen Changyu said that since the 18th National Congress of the Communist Party of China (CPC), China's intellectual property law construction has achieved fruitful results. Among them, through institutional reform, centralized and unified management of patents, trademarks, geographical indications, and integrated circuit layout design has been achieved, and the overall, systematic, and collaborative nature of intellectual property work has been significantly enhanced.

Shen Changyu pointed out that in the next step, the formulation and revision of various intellectual property laws, regulations and rules will be promoted as a whole.
