Innovation is the primary productive force, and Xin Guobin pointed out that in the next step, member units of the inter ministerial coordination mechanism for the development of the new energy vehicle industry will focus on the following aspects of work:

One is to support key technological breakthroughs. Support key large enterprises to take the lead, with the participation of small and medium-sized enterprises, and carry out cross industry and cross domain collaborative innovation. Innovation is the primary productivity, and we need to accelerate the research and development, promotion, and application of new technologies and products such as key chips, high-precision sensors, and operating systems, in order to further enhance the endogenous driving force of industrial development.

The second is to further improve the network infrastructure. Accelerate the construction of infrastructure such as C-V2X, roadside awareness and edge computing, establish a cloud control infrastructure platform based on the three-tier architecture of edge cloud, regional cloud and central cloud, form a unified interface, data and communication standards, and further improve network awareness and cloud computing capabilities.

The third is to deepen testing and demonstration applications. Launch the pilot program for intelligent connected vehicle access and road access, organize and carry out urban level "vehicle road cloud integration" demonstration applications, and support conditional autonomous driving. This refers to the commercial application of L3 level and higher level autonomous driving functions.

Previously, Xin Guobin emphasized the need to strengthen top-level design, establish an inter ministerial coordination mechanism for the development of the new energy vehicle industry, and coordinate the overall work of promoting industrial development; Strengthen technological innovation, support in-depth cooperation between industry, university, research and application, and carry out technological breakthroughs in automotive chips, Solid-state battery, operating systems, high-precision sensors, etc; Improve the policy system, promote research and clarify the reduction and exemption policies for vehicle purchase tax after 2023 as soon as possible, formulate support policies to accelerate the construction of charging and swapping electricity, and promote the application of new energy vehicles in the public sector; Deepen international cooperation, accelerate the integration of rules and the unification of certification standards, build information sharing service platforms for overseas policies, regulations, standards, and other information, and create a market-oriented, legal, and international business environment.
