Shenzhen: Focus on breakthroughs in cutting-edge technologies in key areas such as smart chips
According to the "Shenzhen Release", recently, the Office of the Shenzhen Municipal Committee of the Communist Party of China and the Office of the Shenzhen Municipal People's Government issued the "Action Plan for Accelerating the Construction of an Artificial Intelligence Pioneer City in Shenzhen".
The Action Plan is based on the framework of ecology, products, data, scenarios, and intelligent driving, proposing to create five pioneers: "full stack innovation pioneer, intelligent product pioneer, data cross-border pioneer, scenario application pioneer, and intelligent driving pioneer". Combined with the development environment, 22 specific measures are formed in six aspects.
For example, in the construction of an artificial intelligence ecosystem and the creation of a full stack innovation pioneer, the plan proposes to promote the construction of the Shenzhen Open Intelligent Computing Center, which will be completed and put into operation by 2024 with a computing power scale of 4000P FLOPS (floating point operations per second). At the same time, we will strengthen basic research and technological innovation, focusing on breakthroughs in cutting-edge technologies in key areas such as intelligent chips, computing architecture, model evaluation, embodied intelligence, brain like intelligence, and intelligent sensors. Explore and promote innovation in chip architecture, and continuously optimize the scheduling technology of large computing power clusters.
In terms of accelerating the landing of artificial intelligence products and building a pioneer in intelligent products, the plan proposes to leverage the leading role of major scientific and technological projects in scientific research, improve the "unveiling and leading" mechanism of artificial intelligence, and support the research and industrialization projects of more than 5 common general technology products. Focus on developing intelligent products around high-frequency application scenarios. Create a comprehensive intelligent product matrix, enriching the functions of smartphones, smart computers, extended reality (XR) intelligent interactive terminals, and more.
In the construction of a national demonstration zone for intelligent driving and the creation of a pioneer in intelligent driving, the plan points out to improve the product chain of basic components such as automotive grade chips, sensors, and operating systems, strengthen the development of supporting products such as intelligent terminals and wireless communication for vehicles, and enrich the product matrix. Support the technological breakthroughs of intelligent driving solutions such as multi-sensor fusion perception, artificial intelligence large model panoramic vision, and high dynamic intelligent execution, and promote enterprises to build intelligent driving solutions for parking, urban, and highway scenarios.
In addition, in the development environment, the plan clearly proposes to leverage the guiding role of the billion dollar fund group. Accelerate the establishment and investment of artificial intelligence cluster funds, intelligent sensor funds, and other funds. Promote differentiated investment between urban and rural funds. Promote the linkage between government industry guidance funds and market-oriented funds, and provide services such as angel investment, equity investment, and post investment appreciation for artificial intelligence enterprises. Expand the scale of the Shenzhen Venture Capital Day Artificial Intelligence Special Session and support newly established enterprises to participate in roadshows.
In the 2024 National People's Congress and Chinese People's Political Consultative Conference, "Artificial Intelligence+" will be included in the government work report for the first time, further enhancing its strategic position. Artificial intelligence, as a strategic technology leading the future, has become the main battlefield for developing new quality productivity.
Currently, global artificial intelligence technology continues to develop rapidly. Shenzhen also seized the opportunity of "AI industrialization and industrial AI" and launched the "20+8" industrial cluster 2.0 version in early 2024. Among them, artificial intelligence was upgraded to an independent cluster in the "20+8" cluster and deployed as a strategic key cluster throughout the city to promote industrial development with extraordinary efforts.
